I am very disappointed with closing of the XOOPS France Website.

I would suggest a caution for the time being, i.e. to try to work those things out. Conflicts are not good!

Who are the main players there, behind this closing, in addition to Philou? Could you email me their emails? Also, Philou's email?

If we don't resolve the situation very soon, then yes, we'll have to open a new site.

Our goal, long term, is to have all international sites on one server, using Multisite, e.g.

http://ir.xoops.org/
http://de.xoops.org/
http://cn.xoops.org/

and then have

http://fr.xoops.org/

as well. This way, something like this would never happen.
